What should I do to seal the black leather insert on an antique oak dining chair? - dining chair seat pads

I have a T back oak chair with padded insert a black leather seat. Leather is definitely worn and the upholstery is flat, but not in terrible conditions. The problem is that the black skin off, so the seat can not be used (unless you want) a black background. Is it possible to sit the leather seal again?
